Question 1998 Club Car lights bright but won't go

I was just given a 1998 Club Car and do not know anything about it. It has front/tail lights and will not go. Any advice will be helpful.
-lights are bright
-charger needle bounces around 5 amps when charging but has now stopped charging altogether and remains on 0 amps.
-when accelerator is depressed, cart attempts to move then makes clicking noise then stops when going forward. When going in reverse, buzzer sounds, attempts to back up then clicks and stops.
-battery light comes on with or without key switched to "ON"
-battery light comes on for approx 5 seconds, then switches off again without connection to charger

Can anyone discern the issue(s) from this? Is this a battery issue? a charger issue? a fuse issue? Other ?

If a new set of batteries (6) is needed, what is a ballpark figure of the cost?

first determine pack voltage...voltage through all the batteries...sounds like the batteries are too dead to keep cart running...clicking is solenoid engaging and dissengaging due to low voltage...your cart is simply to dead to run...problem sounds like your charger tho not your cart if its not coming on...is cart 36 volt or 48 volts?

How old are the batteries? It sounds like a bad battery so need to have them checked

yep load test each battery see if one or more is dropping out under load..........................
