Default Kawasaki fj400 sucking in exhaust

Alright, so I have a John deere vatoe but its tr he same motor they put in a ezgo. I am trying to get it running and it blows gas out of the carb and sucks in the exhaust. Flywheel key is good, removed head and everything looked ok. I ordered one just because I couldn't think of anything else u less the crank gear spun which I thought would be unlikely. Any suggestions?

Have you adjusted the valves?
Have you checked that the camshaft is in time?

Yes sir, I adjusted valves before I pulled the head with no change. How would I go about checking the cam and how would it get out of time? Everything seems like it working correctly. Intake opens and closes, piston comes up, goes back down, and then piston comes back up with exhaust valve opening.

Did the engine just start doing this or is it a new thing?
If someone was previously in the engine maybe they did not line up the camshaft correctly.

Club Car starter? Is it turning clockwise (like a Club Car) or counter clockwise (like everybody else)?

Ditto what meimk said. I cannot remember the year but at some point those engines went from CW to CCW rotation. Also the starter will run backwards if you change polarity on the cables. Verify that it is spinning in the correct direction.

I bought it as a project so I'm not sure if someone has been in it or not but looking at the crankcase bolts tells me no. The starter turns counter clockwise. It is mounted on top facing the primary clutch. I'll check into that a little though

Well I'll be dang if I didn't do home and see that the starter had been changed to a club car........ and yes, the polarity was backwards! Swapped and fired right up. Now, it is surging pretty bad. I put a new throttle cable on, any adjustment procedures to follow?
