As far as actually testing the speed, no they don’t. You can complete the entire inspection without even taking the cart off the trailer.

The DMV gave me the form but I believe this is it: https://www.flhsmv.gov/pdf/forms/82105.pdf

All you fill out is the Date and Sign at the bottom. The DMV and Scale will do the rest.

I went to the Steel Field Landfill as this is what the DMV recommended. They seemed to know what the DMV wanted so I recommend going there.

I went to the local scrape yard and used the scale and got them to give me a weight slip

In Arizona, after plates, you can only drive on streets with a speed limit of 35mph or less. If the police want to be picky, they can write you a ticket if your going over 25mph, no matter what the posted speed limit is. You can cross streets withe a higher speed limit but can't drive on them.
