Default More torque for a 98' Robin 29C

I just purchased a 98 EZ Go with a 29C engine in it. We live in the mountains and I am looking to get more torque out of the engine. I have about a $500 budget. Is there anything that I can do such as changing the gearing or a higher performance ignition system?
