Default 99 Carryall speed variation

Is there a speed adjustment for my 99 Carryall with a Kawasaki motor? This thing is either full throttle or off. I think I adjusted an EZGO gasser I used to have but don't remember how. I'm hoping to get it to go slower with just a little pedal. Thanks yall.

If it's all or nothing, most cases usually lead to a broken carb butterfly.

Check to see if the carb throttle arm is moving. Could also be mis-adjusted or broken accelerator cable(s).

Im gonna post some pics of what i found. The only thing moving is the black plastic actuator in the black box. The cable it moves does nothing.

Found out the cable is frozen and didn't free up with graphite lube. Guess I need a new cable.
