Default 2000 PDS no field voltage

2000 PDS will not rum. Seems to have voltage everywhere it is supposed to except I get nothing from the controller on the field terminals. What you think?

Field circuit is the weakest circuit in the controller, probably a bad controller.

Check for worn insulation on F1&F2 cables where they are routed around battery box. See attached picture.

Also, there isn't supposed to be much voltage between F1 & F2, something like 2.2 - 3.2 volts with pedal fully depressed.

If the controller is bad, put a DCX400 in it and it'll do 24 MPH on stock height tires.

Thanks for the insight JohnnieB. I was not able to get any volts output at the controller to f1 and f2. I will take a close look at the cables. Thanks for the picture.
