Default 2003 48v DS will not move

Good afternoon, I've got a 03 48 volt DS that will not move forward or reverse
When I press the accelerator pedal I hear a click from the solenoid, but that's it. After doing some checking I have found the following. I have 49.8 volts across the batteries. I have 48.3 on the yellow wire on the solenoid with the pedal not pressed. With the pedal pressed I have 49.7 v. On the motor on A1,F1,F2 Ihave 49.7v. On A2 I only have 37v. I don't know what the voltages should be. It has a Curtis 1510-5201 controller. I do not know any history of this cart because I bought it at a pawn shop as-is. Any help will be greatly appreciated..
