Found a write up I did on how I adjusted mine..

Take the throttle cable out of the bracket, loosen the 10mm nut on the gov bracket and get it where when the pedal is pushed it will start and idle. Then loosen the nut/bolt holding the governor to the shaft and make sure it is spun all the way against its backstop. Mine wasn't. Then hold the throttle against idle, the gov against its stop and tighten the 10mm nut. Now hook your cable back up and tweak. Mine with 21 inch tires runs 26 at 4k rpm

Should be the same fender flares as for the 14 and newer TXT LX. But, all I can find is a set of all 4 flares, not just the rear.

I checked my throttle and it is opening all the way setting still. It is going about 17 mph. If I reset it like you said will it make a difference? I will check out the flares. Thank you,Rich

The adjustment is made by adjusting the cable where it goes into the governor. The farther the end of the cable is away from the spring the faster it will go. Be careful not to adjust it too far as it can cause the engine valves to float which is bad.

I ordered a tack for it today and then I will play with the governor. Is 4000 rpm about the limit? This is a 401 cc engine. Still working on the flares. Thanks

I'm a dealer. I can get you the flares if you want. PM me if you're interested and I'll price them for you.
