Default 1996 par car won't move

Hello all,
I am new to the Golf Cart world and I just acquired a 96 Par Car 36v cart and I need some help.
The cart does not move, I have good voltage and the solenoid clicks when I turn the key on and when I press the gas pedal in forward or reverse the other solenoids click.
Also if I press the gas pedal all the down for a second and let off real quick the cart tries to move slightly.
I am pretty knowledgeable with electrical and I am a Master Honda Auto Technician.
Please help me diagnose this!

So I have diagnosed a little further and found that the controller is getting power when I turn on the key and the POT signal goes from 0-5k ohms when I press the pedal. I'm also getting 36 volts on the B+ on the controller.
So how can I check that the controller is working?

Well no one has responded to my post yet, but I'm not complaining because just finding this sight and some research from here I was able to locate the service manual with great info for troubleshooting I found the problem was the micro switch on the POT box.
I was able to bypass it and cart runs now but has weak batteries.
So my next step is to find a new switch and install it and replace batteries..
