Default 89 carryall charging

I bought this cart and it formed a vacuum in the fuel tank and would not start. I cranked until the battery was dead before I figured it out. I jumped the battery and it runs great now. The problem I am having is the generator seems to maintain the battery. it will charge at 12.3 with lights on and 12.8 with lights off.(no matter RPM). I replaced the starter /generator and regulator with same results. this cart has been modified to idle all the time and all the switches have been removed(I have to turn the key to start it) it will run with the key off until I hit the kill switch. I have it wired according to diagrams and have checked the continuity to all wires. what would keep the generator from hitting the 13+ volts? would the wiring to the solenoid change with the switches removed? it has the Kaw. 290 engine

If it is an 89 the motor would be a KF82. It sounds like it may be a re-power. Some of the carryall's were built factory with a key start. Is there a voltage regulator in the throttle box? It should be about the size of a match box? Is the FE290 turning clockwise or counter-clock wise at the clutch side?
