Default Need some advice on a possible purchase

I found a 2010 EZGO RXV gas cart for sale. He indicates that it has some issues:

Good cart but needs a little work 
Sometimes you press the glass it hesitates a few seconds to actually start 
and go
It goes fine once it starts though 
Any ideas on what could be causing this? Was thinking, just a carburetor clogged issue.

The cart is in great condition with front and back seats, roof, headlights, brake lights, horn and turn signals. Paint is in very good condition as are the tires. Nice rims as well. Here are a couple pics:





He's wanting $4800 but with best offer. Any ideas on what I should offer?

Depends on what starter it has but some of the early RXV s had hitachi starters that had trouble if the motor shut off at a compression stroke. They made a replacement pulley that was smaller to help with that. If it has the AMD starter then I would check the battery or ground cables.

I asked him for more detail, and he responded with:

Still sounds more like carburetor to me.

I agree with KGSC. Club cars are notorious for this as well. This is assuming the FE400 in the RXV does not have automatic compression release (I honestly don’t know if it does or not)… but assuming not… The Kawasaki’s have a nasty compression stroke (165-170psi on a big single cylinder) and if the engine stops just ahead of the compression stroke, it takes it a second or few to spin the engine, then will start and run fine after that. Sometimes it’s a semi-questionable ground, sometimes it’s a worn out starter/gen. Pulley change (mechanical advantage) is a good workaround. Either way it’s not really a huge deal. I’ve run club cars for years that do that and never actually burned up a starter trying

It doesn’t necessarily happen every single time you stop either. Just if it stops on the compression stroke.

The motor spins and there is a delay in starting or it doesn’t spin for a few seconds?

Mine wouldn’t spin unless I manually rotated the clutch a revolution and then it would have enough umph to get past the compression stroke. A new smaller pulley fixed mine with the hitachi starter.

Am I missing something about a gas RXV? How do you start the engine? He keeps telling me that he has to press the gas in order to get it to start.

His last response is:

Gas RXV starts by pushing the gas pedal. If he is pushing the pedal and hears noise but it doesn’t immediately start the starter doesn’t have enough umph to turn it over. Repeatedly pushing the pedal it will eventually be able to spin. If he pushes the pedal and it is dead silent then the relay is probably failing.
