Default Axle Governor Remove?

Installed a Kaw ZX6E engine as the pic describes. Any ideas regarding the OEM transaxle speed limiter (I guess that's what it is?) that is installed in the front of the transaxle?
Should the axle gov be removed? It won't be functional, but will the thing self destruct? The cart will likely have a little higher max road speed.
Another question is what sort of lube goes in the transaxle? I'll assume the rubber plug in the diff cover is a level and maybe a filler?

OK, I'll answer my post. The rubber plug is the filler and level indicator. The unit has Hypoid 90 lube...or some immediate variation. And it is a Dana transaxle.
I'm not sure that all Hyundais use Dana transaxles, but I'd guess that the gas powered units are so equipped.
Removed the gov. Found the inside of the transaxle to be in excellent condition.
Left the gov shaft in place. Don't see that it will cause any harm.
For those interested in a Dana gov assembly, I'll post a couple of pics.

Would have liked to see you remove the govenor shaft and plug the hole. Just don't need "extra" things moving in there that could catch a gear on the input shaft. You made a great choice on removing the govenor weight assy from the input shaft. Nice work so far

I am using 16/12 right now. Cannot go any smaller on the transaxle due to chain bind, but the front sprocket could be increased considerably...maybe 20-22 T. Only the water pump and shift shaft limits the countershaft sprocket diameter.
I've posted these pics in other places, but you can see what interferes from these...
