Default 36V PDS TXT Ghost voltage drop somewhere

CART: EZGO 36V TXT
Controller: Curtis PDS 73326g02
Solenoid: White Rogers

Symptom: Cart goes slow however if I flip the switch to reverse press the gas let it coast for a second then slam the F/N/R switch to forward I get full power out of the cart.

I am getting the 3:2 Beep (Welded solenoid) code

Issue:
So I am chasing down a phantom voltage drop and I have looked everywhere.
I work where I have access to multiple controllers and have ruled it out as I have used 3 different controllers and they all have the same problem. I have also replaced two different solenoids and again got the same issue.

J1 Pin 5 is only showing 31.12 Volts after battery pack is fully charged. It will jump to 32/33 volts when the pedal is pressed however I believe it should be showing 4 volts under pack when not engaged.

I have tested Pin 4 on the Run/Tow switch and it matches J1 Pin 5. I have tested the switches, the ITS and the pedal switch and all is coming back as it should. I am stumped. I also removed a previously installed 20W Reducer that was used for some auxiliary lights.

The other thing about the wiring that I have noticed is that there is a flashing light installed and is spliced into the F/N/R switch because the flashing light only activates after pressing F or R.

Just trying to give as much info as possible. Any info you guys can provide would be awesome.

Both J1 pin 4 and 5 should have full pack voltage no matter what measured from the pin to pack negative. If they don’t you need to chase wires and find out why not. Pin 5 comes from the battery side of the main lug on the solenoid. 4 comes from the reed switch.
