Can you compare the old shoes to the new ones and see how different they are? I don't see anything obviously wrong in your pix but I don't have this particular braking system either. I have done many drum brakes on cars in my time though. Normally, with the adjuster backed in, the shoes are a loose fit in the drum.

Not sure what my next steps are...

Perhaps buy a new set of brakes with drums included?

Buy the full assembly?

It *should* work. I can't figure why it is not working.

You could add more adjustment by grinding the contact points of the new shoes. But there has to be a reason why they don't fit. New drums won't be a fix as they won't have more clearance. How well do the shoes fit inside the drums when off the cart? They should be a good fit when new - contacting everywhere with no high or low spots.

That is a good question. I will try fitting the shoes in the drum when I get home from work.

New shoes should fit very nicely in the drums.

Update!!!

I removed everything again (4th time?) and started over. I re-adjusted everything again and installed. After wiggling the drum just slid on! Same for the other side.

Brakes installed and working great!

I think something was wrong with the adjuster. Clearly user error.
