Default 2002 TXT PDS No Go Questions

Ok where do I start. I just replaced all of the batteries and I have 38 volts showing. Where is the best place to start to see why I am not going anywhere. I know I have a red wire I think with a white stripe that looks to be cut but that is all I can see.

Ok I have a couple photos that I need some help on.

The wire coming from the charge receptacle goes where?

Also I know it is hard to see but the harness down below the controller box. There is a red wire that appears to be cut that is coming I guess from the dash. Where would that wire go? At work right now and would like to go home in order to fix this today and then set the cart of charge for the overnight to start the battery conditioning process.

looks like you found your problem receptacle wire used to bring power to the ignition but a later repair brought it straight from the battery pack, which is okay but now that wire went somewhere easy fix is find the other end of it...... under the cart?
