Pulling steering column instead of wheel??

The best tip I got while trying the same thing,

was to spray it a few times and let it sit for a day or two,
put feet up on the cart body and use your knees to put pressure on the wheel,
thread the nut off so it is flush with the steering shaft,
give the nut and shaft a whack with a hammer while keeping pressure on the wheel with your knees.

This worked for me after everything else failed.
