Default 2004 EZGo txt acceleration problem

Strange problem. Starting cart in either direction cart drives very slowly. If you select reverse and back up a couple of times or more the cart will usually start to accelerate normally. Unit will then also accelerate normally in forward position. Stop the cart for a few seconds and the symptoms return. Checked controller with neg probe to M terminal and pos to B+. Press accelerator and if stuck in slow mode B+ voltage will rise to 19.6 V. If in full ops mode voltage will be 37+v. Seems like the Fwd/Rev switch enters into the problem but I can't see how. Checked continuity across the switch and it checks out as normal. Checked the throttle pedal micro switch and can see nothing wrong. Have ordered a micro switch, fwd/rev switch and a speed sensor but not sure what is going on. Any ideas would be appreciated
