dual tone horns are weired together... meaning the high is on the left and low on the right, and they are wired in with a connector at one of the horns.

I wired up a horn when I put on a new custom wheel. I used a L shaped piece of angle iron painted chrome to match the column cover. I strapped it to the column in the same fashion that the signal is attached..two hose clamps. I notched the angle iron to fit the hose clamps so that it wouldn't rock. I mounted the horn on the piece sticking up and pre-ran the wire inside the stainless steel column cover. Now instead of trying to find the horn button with your left foot, it is right in front of your face. The steering wheel has large spaces that are easy to reach through and hit the button. I installed a custom horn...it's Rodney Dangerfield's horn from Caddy Shack. Unlike Rodney, that horn gets a lot of respect.

where the hell do i get one of these? i have a 100 watt pa speaker, and a code 3 siren on mine currently.... yea, its a little loud!
