Can I test fuel pump and if so how?

Just pull the line off going to the carb and turn the engine over. It should pump fuel. If not put the input line into a gas jug and try to pump it straight from the jug.
If you have the one that is made onto the carb then you will have to remove it from the carb or take the bowl off to see if it is pumping. |

When working properly, those pumps should be putting out a decent amount of fuel. A trickle isn't going to do it. One of these days I am going to have to measure output to say for sure but, generally, that pump should fill up an 8 ounce juice glass in maybe 10-15 seconds. Note that this amount is unrestricted by the carb. The carb would restrict this flow when the fuel line is hooked up to it.
