Default Oil to rocker arms

I pulled my FE290 out a few months ago to do the valves. The exhaust valve was not sealing because of buildup and the valve seals were trashed. I only pulled the cylinder head off, the rest of the engine was untouched.
I got everything back together with new oil and a new filter and ran the engine for a couple minutes at idle to check it. Seemed fine then the next time I ran it, again at idle speed, I noticed a slight knocking noise coming from the valve cover area. I pulled it off and noticed it appeared dry.
To verify oil was being pumped, I pulled the plug and cranked the engine for about 30-40 seconds and didn't see anything. I checked oil level and tried again and again nothing. I removed the plate and poured oil into the oil passage and tried again and still nothing.
At this point I'm stuck. My plan was to pull the engine out to check the oil pump but don't have any replacement gaskets until later this week.
Is there anything else that might be causing this that I can check? The engine was running and didn't have an oil problem when I pulled it out a few months ago.

I pulled the engine and open up the oil pump. The only thing I can see is it appears that the pressure relief valve might not be right. The spring doesn't touch the ball so it's not actually holding pressure.

I've read through the following thread, but there doesn't seem to be a resolution to the potential problem. Anyone have any insights?
