Default 98 Columbia ParCar project

I acquired a 98 ParCar. It is electric but the motor is half there. Wiring is a mess and no batteries. Transmission seems ok and I have the shaft with 19 spline. Person I got it from was going to change it over to a gas engine. What would be my best option VIN # is 3E-28335-D8

You have about the "newest" Par Car one can have. The knowledge of most of the posters here stops with early 90s Par Cars as that's when Columbia shifted from the Harley-based two stroke motor to the 4 stroke Briggs.
