Actually now that I have the switch removed, The green wire does have the power...

Switch the cart on and touch the two wires together and the solenoid should click.

The cart will function normally without the resistor and/or diode installed. All they do is extend the life of the solenoid and pedal switch contacts.

Get the cart running, then install the resistor and diode.

Yes, It clicks.. but thats all.. Still will not move tho..

You are making progress. Measure the battery voltage on both big terminals of the solenoid when it clicks to be sure the battery + voltage is good (around 37 volts) is getting to and through the solenoid contacts. Without the resistor you should get battery voltage on one terminal and both when it clicks. Watch out for sudden cart movement when troubleshooting. Once you get good voltage past this point the troubleshooting gets a little more complicated. JohnnieB comes highly recommended. He knows these things inside out.

Ok, I jumped the 2 wires (green & red) together and checked voltage on solinoids big terminals, got 37.2 volts on both... But cart still will not move... I think it should move now with the 2 wires jumped, am I not correct?

the batteries need to be charged. They are only at 72% SoC, but that ought to be enough to make the cart move.

Measure the voltage between the B- and M- terminals on the controller.
With the solenoid energized, you should get FULL battery pack voltage.
If not, there is a problem in the high current circuit.

The attached schematic has high current circuit highlighted.

Just 'cause a solenoid clicks doesn't mean it works. Do what JohnnyB says.

Just because it doesn't click when the pedal is pressed don't mean it is bad either.

Not sure if I did this right or not..

First I energized the solinoid.

I grounded my black probe on my meter to the solinoid small termial blk side and then probed all 3 terminals on the controller.. From left to right the 3 big terminals.. The first one I got 37.3 , Second one in the middle I got 0.0 the 3rd one being the furthest to the right I got 37.3...

Did I do this right?
