Default Is This a Ruptured Seal?

I've noticed that on my front left wheel, grease is leaking out and oozing down my rim. It's not a bunch, but its enough to pick up dust and stand out. Is that the hub seal? I'm thinking maybe it has ruptured.

Aside from tricking my cart out with mods, and battery maintenence, I dont know much about maintenence otherwise. How hard it the hub seal project?
