Default Primary Clutch

I have a question about the primary clutch on a Harley cart. It is a 78 3 wheel with a tiller. The clutch does not slip when it starts. It starts moving. Any way to loosen the belt? Thanks.

might be the way it is if it has no stall sping in it or its broken
