That is how the VC engine came when they built it. I don't think the DIY VC 460 kit includes the governor. The low oil sensor was also removed. The crankcase only contains the crank,rod,cam and balance shafts along with the bearings and lifters.

A 5 dollar Z bender and 2 dollars worth of gas welding rods and you can make some awesome linkage rods. Here's the setup on Radical Ryder. I made a little metal lever - heated it real hot and pressed it into the top of the choke shaft. I filed the arm on the carb body the makes the choke stay in a fixed position. I added a bit of hot glue to the top of the choke shaft to reinforce the choke lever.
I adjusted the throttle pedal about 2 inches off the floor. The pedal moves in full motion to the throttle plate.

Ray ray ray I just bought a VC 460 kit the governor ARM that goes inside come with it no gear tho I was gonna cut it off so it wouldn’t interfere with and then mount the arm To connect on top and I’m asking if this is gonna works ok

I was saying that was pretty much how VC used it. It made hooking the carb,return springs,and the rod to the carb a simple affair once you got the ratio right. The VC installation guide show this and how to drill extra holes to get the ratio right. Whatever cart you have their installation guides show most aspects of the swap even tips on using someone else's engine. Mine has been in there for 300 some hours and when I did the long rod redo I didn't see any reason to change it. With the short throw on the carb itself and the tiny lever on the throttle plate the whole set up makes perfect sense.The go cart racers use a separate top plate if you want something more exotic. Both NR and ARC sell them for about $40.

I have he VC460 kit and I just cut off the bottom of the governor arm at the curve of the shaft so that the governor shaft could turn 360 degrees and not interfere with the internal engine parts. In picure marked as #1.
