Default clutch machining

ok i have my 295cc turning around 4500 rpms pushing my 22" mud busters with a short belt, that seams a little high to me. from what i was been reading on cpp and milling the driven clutch will lower my rpms. is that right? i would like it to spin around 3900 - 4000 max
