FWIW: Attached is all I have ever been able to find on a Powerwise QE (915-3610).

Personally, they might be useful as a paperweight or boat anchor, but I have my doubts.

Being old school, I prefer the ferroresonant transformer type because they are almost 100% repairable.
(About a cubic foot in size, weigh about 25 pounds and hum when working)

The 3 *.pdf files are the Owner, the Service and the parts manual for you cart.

Also, you need to break in those new batteries properly to get them up to their maximum storage capacity.
Here is how to do it. - Read everything with the word "Battery" in it while you are there. Lots of good info.

I can't offer you any more help, but I can say that you are pretty much where I was at one time (the proud owner of a QE charger giving me 6 flashes,pause). The QE chargers are probably ok when they are working, but as johnnieb states, become a perfect paper weight or anchor when they quit. They really are quite unrepairable as there is a bare minimum of information out there about them. One thing though, the golf cart cable/connector from the QE charger can be useful if you happen to come up with a good used charger with the wrong connector. That is exactly what happened to me!! I was lucky enough to come up with an older "Powerwise" ferroresonant charger on "Craigs list" for $65, but it had the wrong connector. I then used the "QE" cable/connector to turn it into a usable charger!! My "good deal" charger did need a bit of "sorting out" (with johnnieb's help) to get it working but in the end it has worked out great for me. Johnnieb is right-on when he says to search out one of the ferroresonant (transformer) type chargers, if you want something rugged and repairable. There is a thread here re: a Stanley charger from Sam's club, which is reasonable $$ and looks like it may be a good deal, but it is not a transformer type and probably not very repairable either (extended warranty may be in order here). Good luck in your search for a new charger. You really, really, need to charge those new batteries, even if you use a 12 volt charger and do two at a time (they are sulfating away as we speak)!! - RAY

You have at least one "pupil" who get's it !! There does seem to be a huge misconception that battery charging is relatively unimportant and "once a month" is just about right!?! My wife got that comment from a friend at the pool the other day, and she said the dealer told her that. 'WOW", go figure. - RAY
