That #38 should be the main body of the choke. The cover #37 is spring loaded so you press and hold it in as you push the pedal to start. I think that listing transposed # 38 & 39. The cover restricts the air flow through the choke base #38. The rest is the clams & hose going to the carburetor. #'s 37, 38 & 39 should be the same as a regular DS with the flathead (up to the '91 model year).
