Default fuel pump

I had somebody supposedly fix my 1998 clubcar fe 290 kawasaki engine but still can't get gas through the fuel pump properly. bought a new pump still no luck. My owners manual is vague, but don't look like what the guy did. There are no golf cart people where I live in the sticks so I have to do it myself. It looks like he has a hose running from the lower side of the passenger side of the engine to the fuel pump. That's not what the manual shows. To me it looks like an oil line since thats what is in the line. where should it go? can anybody provide me with a diagram or where to buy a manual with the diagrams for fuel and oil connections? can't find anything on the internet. already have the owners manual. Not much help there either. It's a DS type, FE 290 Kawasaki engine. tried club car, no luck there either. I need a real repair manual for my cart. serial#AG9733-595125. CAN ANYONE HELP.

The fuel lift pump is operated via crankcase pulses (vacuum/ pressure pulses). Through the use of check valves in the pump, the pulses are used to create a vacuum that sucks fuel from the fuel tank & provides the fuel to the carburetor under pressure. There are 3 nipples on the pump. One from the tank to the pump(vacuum), a second from the pump to the carb(fuel supply pressure) & a third from the engine crankcase to the pump (pulse hose). You should be able to blow on the vacuum hose thru the pump & thru the supply hose to the carb but not the opposite way. You should not be able to blow or suck on the pulse hose & pass air thru either way. The pump probably supplies fuel to the carb @ approx 3-5 psi measured with a gauge - engine running.

Have you tried unscrewing supply line on top of fuel, tank and making sure there is no debris in it by blowing through it. It's will also confirm you have the fuel shut off valve in the open position. I have had to manually prime the first fuel filter using this tube. Disconnect filter tank side. Dip fuel tank rod in tank in open position, close valve pull out and put end on fuel filter then open valve to release fuel, repeat until full. Or you can you use a syringe or whatever is available to fill it.
Good luck!

Fuel shut off should be on top of fuel tank where supply hose connects.
