Default Trouble Pulling Hills

My Gran Cushman has a lot of trouble pulling anything but a fairly slight slope, and I'm hoping for some suggestions troubleshooting. It seems OK on level ground, somewhat sluggish on slight slopes, and barely creeps up anything else. When I bought the cart last summer, I replaced all wiring with 4 gauge, and have replaced the batteries. It's a 36v cart, batteries fully charged are all reading 6.3v to 6.4v, and across the pack I get 38.2v. Problem with hills exists even when cart is fully charged, so I'm assuming I've got a motor problem. Hopefully you guys can help me understand what to check to be sure it is the motor and perhaps determine whether this problem is fixable.

The old cushmans were never really fast to begin with, do you know what year it is and what electronics are in it, some more info may help with your question.

It's a 1975 Model, no electronics, just resistor type controls. I realize it's not going to be real fast, but even so I would expect it to be able to get up a medium grade without almost crawling to a stop. Am I wrong to think this? The way it acts on medium grades, I doubt it would even make it up a substantial slope.

Are there any checks I can do on the motor and or the control system to see if everything is up to snuff? I have a multimeter and at least a rudimentary understanding of electrical circuits...
