Well it’s been sometime since I’ve been on and don’t have this posting down. I realized I was in the big block and moved to this thread. It is a stock FE350. Sry for the confusion

No problem. Happens to everybody at some point. Just wanted to be sure we were giving you the right information for your cart. Starting at the beginning: You said you've got 12 volts (+) at the small terminal of the solenoid when the key is on (blue wire). The ground side to complete that circuit runs from the ground on the frame next to the battery. That location joins the main battery (-) and wires to the voltage regulator, the shifter micro switch and the pedal micro switch. Those control only the engagement of the solenoid. Since you have no spark as well I suspect the ignition switch in the dash is the more likely culprit. It has 2 circuits with different functions. In the "on" position it closes a circuit sending power to the solenoid on the blue wire and opens the circuit that would connect the ignition coil "kill" circuit to ground. In the "off" position there is no (+) to the blue wire and the ignition "kill" wire is is connected to ground - killing the spark to the plug. Is the key switch loose in the dash by any chance? I've seen them spin the whole switch assembly instead of turn the inner cylinder. See the wiring diagram below for reference.
