Exclamation Testing Controller,Fixing Problem

How do you test a Curtis 1204-001 Speed Controller 24/36-Volt 275 A. my cart will only go about 2 MPH. It has barely any power at all. It can go up small hills. I am on a farm and it was sitting in a big cold fruit cooler for 2 years.I took the bad batteries out replaced them and Ive had this problem ever since. I don't think it is the potentiometer but I could be wrong. What do you think it is? How can I fix it?

How can I test the controller?

It is an electric 1990 EZGO marathon. I will check the Curtis website now.
