Default solenoid clicking, bad controller?

Hello, I have a 98 , I believe non DCS, that does not want to move. The batteries aren't great, but I think they're good enough to make the cart move, 42 volts, albeit surface at this point. Reverse warning is strong and loud. Went through the complete troubleshooting from the tech mnaual, although all I could find was the 2001 and up manual. It led me to believe it's the controller. Is there any way I could test the controller with my meter or do I have to play trial and error with several hundred dollar parts? Thanks, . . .

I too have a 98 DCS. It is a 36 volt cart.... so I am confused when you say batteries aren't great they are 42v? 100% charge is 38.2v ...... Please explain

6*7.4 = 44.4
My tester showed 41 the last time right after I took my charger off . . .

Guess not, thanks anyway. Anyone have a manual for a NON DCS cart that I can follow the troubleshooting chart? Thanks!

By the way, my buddy just informed me that we had the charger plugged in when I checked voltage, I guess that's why it read 41 V
Still, it would not move . . .
