Motor is good, brushes and armature look good.
Is there a possibility that the controller is not sending the voltage to the throttle sensor? And because it doesn't see voltage the potentiometer isnt reading correctly? It doesnt make sense that could be possible? |

Use your DVM to check that out then. It's just a guess without data.
