Default 48 volt club car

i just purchased a used club car. its not working installed new batteries but still not working. Looks like someone has played with wires, the serial number is FQ0352-355511 the body looks to be the first model with 2 back rest how ever the controller and variable potentiometer appears to be 2002 and up. If anyone that really knows these carts I'm willing to pay a 100 dollar tech fee if they can P.M. me a number I can call and go over a few checks to determine whats wrong.
