Check with your state for differing requirements but federal requirements for LSVs can be found here:
http://www.nhtsa.gov/cars/rules/rulings/lsv/lsv.html

Looks like headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and vehicle identification numbers are what you are going to need.

If you live in a community where golf carts are commonly driven you might want to check with your city government. I know in Galveston (close to me) you can get a permit for a golf cart and drive it on the street without having all of the stuff listed above.

Some towns / municipalities allow carts but it's usually a written bylaw passed by local government that lets communities do this. Of course, lights, horn, turn signals etc are mandatory in some of these places but again, the bylaws vary to suit. Here's a classic example; I finished my project golf cart and needed to get it three miles away to the golf course. I didn't have a trailer then so I contacted the police station here in podunk Missouri and asked if I could drive it there. They didn't have a clue and referred me to the Highway Patrol who were equally clueless but did mention that if there was no specific bylaw preventing it then it was probably ok. I drove the cart (on back streets) to the course and met three local patrol cars on the way each of who's drivers gave me a cheery wave . According to my towns rules, a golf cart can be categorised as an agricultural implement and as such merely requires a visible orange or red reflective triangle at the rear so check your local bylaws and if necessary paint your cart in John Deere colours and simply claim that it's a tractor.
I seriously doubt that your average Barney Fife would have a clue but if he gets snippy just drive on to the nearest lawn and drive around in circles for a while to confuse him. Remember though, this is sleepy redneck Missouri where I live, down town Chicago cops might frown upon it particularly if you decide to commute to work on I-90 during rush hour.

Heh, funny you say that. My uncle, who lives in Quincy MI, has a gas cart painted in John Deere colors. It does have a triangle on it but otherwise has none of the features listed above and they run it up and down the road quite often.

They are in Amish country so slow moving vehicles are commonplace there. No one hassled them at all.

How hard can that be to get and install ? Check ebay. They have an alarming amount of wiper motors. I figure the English rioters are cashing in ?
