Star cart goes 4mph why?!

Also found out my controller gets 76v in and 36v out to every wire(U,V,W) weather the throttle petal is pressed or not. what does this mean?

Check magnet and speed sensor. Had the same problem and this fixed it. Sometimes a brand new magnet or speed sensor is defective from the start (rare, but it happens).

That might be a controller problem then. Can you run a test on the controller and see if any fault codes are showing?
