Default Losing Power at High RPM

Hello Everyone,

Just finishing up a rebuild and still running rough. Here is what I have done.

Crankcase seals
New Carb
New Starter Generator
New Head Gasket and Base Gasket
New Belts
Compression: 95
Piston and Case seemed fine, almost like new.

Here is the problem, starts and runs good at low RPMs, but when I push down on pedal, it engages, then slows, engages, then slows, ect, ect.

On all the posts here, the carbs only have one adjustment, but all that I see online clearly have an "L" T bar and then a screw next to it with an "H". I know this is a high speed screw. Do I need to adjust this?
