My build so far
30 in 16hp vanguard
Early rockers are
Aluminum I think pre 1995 mine has those
Cheetah cam made by precision 310 lift 250 duration add power throughout the ENTIRE rpm range not just top end as stated by the OP
Isky valve springs from cpp work great
Two new steel pushrods the billet pushrods are not needed unless you’re really cranking it above 6000 rpm
Mildly ported heads again don’t go hog wild with the dremel it’ll hurt more than help
20 hp two barrel intake with Nikki two barrel K n N air filter and adapter from performance Vtwins a really nice billet piece with a cool
Billet throttle arm
Runs like a scalded dog all the way thru the rpm range I try to keep it 5000 rpm and under
Also of course the governor is removed
Next thing on the list is a tuned header

Once you get your Vtwin built to handle performance use, add a Nitrous Oxide kit for even more HP.

Plowman's Carts has a nitrous kit available.

I read that as higher lift and duration for higher RPM/power. Not just in the higher RPM range...

Would you recommend option 1 or option 2? I am getting ready to install a 23 in my DS. I won’t be running a cheetah cam, at least not in the immediate future. Is there any extra wear and tear or harm by running the heavy duty valve springs?

There is some debate on this. I say use the stock springs unless you regularly rev past 5000 rpm. Stock cams fall flat after 4500 anyway.

With a cam you can get more rpm, but to me it still not necessary unless you have a built engine with billet connecting rods and you operate above 5000 often. Stock rods are good to 5000 on occasion but not continuous.

The debate is the wear with bigger springs. With proper cam and lifter break in the CPP springs should be fine. I wouldn't go any stiffer than those. I have heard of some rocker arms breaking, so billet rockers would prevent that.

For most golf cart uses, a stock 23 with a rev kit is usually plenty of power.
