Question when i try to start my g9 with the pedal...

Battery is good but when i try to start my yamaha g9 with the pedal ,, it turns some, then slows, truns some more, And then slows again & so on..while I can hear the solenoid clicking as i hold the pedal down,,, ,, but when i jump the solenoid ,, motor spends fast & strong... what wires could control the amount of power the starter gets when the pedal is pushed?...note i just got the cart today..& i dont know any back ground on it .... i just traded some old man for it,,
