Default workhorse st350 coil incoming voltage

Hey guys. New to this site because I just acquired a workhorse st350. The MFG code is A203. It is a fixer upper. I just put a new crankcase gasket on it because it was leaking terrible. It is a non MCI engine. It's running badly so I tested the coil and it checked out good as did the pulser coil. My question is... what voltage should be coming to the coil form the red and white wires as the engine is cranking? I removed those wires from the coil an put an ohmmeter on them and it is receiving only 3.5 to 4.0 volts as I crank the engine. I was thinking that should probably be 12ish. So could my igniter be bad? I appreciate all your replies. This site has saved me lots of time and money so far.

Have you adjusted the valves? It runs, but poorly.

I did adjust the valves. checked compression at both cylinders and they were around 150-155. Prior to the valve adjustment one of the cylinders was at 90 compression.

There are other tests you can do.

Remove the valve cover also and take a picture . I just want to see if the intake valves are sinking in head. Common on these engines.
Yours still got the OEM carburetor ? Have you cleaned it ?

No thats the voltage regulator. Looks like the ignitor is missing but I can't tell for sure with just that one picture. Your valves look great and are not pulled in head.

It seems to only run with the choke half out and about half throttle. Whenever you push it to the floor it falls on its face. Where exactly is the igniter?

Ignitor is bolted next to voltage regulator on same metal bracket.
If its running there is nothing wrong with your ignitor.
