Default Club Car speeds up and down until warm

When I first start driving my 48v club cart, it will speed normal and then all of a sudden slow down and then speed up again.

You have 4 threads going about your 2 bad batteries.

When you connect batteries in Series, the pack SOC is equal to the lowest battery.

Your 2 batteries at 7.5v are dead and it does not matter if the other batteries are brand new, the 2 bad batteries will prevent high current from flowing.
