I did that also. Had a good bit of brake dust from it being driven while engaged and the brake plate has some heat discoloration. The brake disc itself has a wear ring on it. The electromagnetic part appears fine. Put all back together and still has drag in tow and if you try to drive it, stops pretty quick. But once again switch the emergency plugs and it moves freely. I’m assuming at this point there are different voltages sent to the brake in tow mode and in emergency brake release.

If the cart rolls freely after swapping 1, 2, 3 and 4, then the brake itself is functioning properly. The power supplied to the brake comes from the pedal switch and is battery pack voltage. It is grounded and controlled by another wire from the controller. What you are describing sounds like low voltage or a voltage drop on the supply side. Check the wiring and the circuit from the brake pedal switch in the floor to the plug at the brake and see if you have reduced voltage. The power to that pedal switch comes from the "gang of seven" sonic weld and a corroded connection there can cause low voltage to the brake, and a dragging brake. The 1, 2, 3, 4 swap to release is a different circuit so would still function properly.
