Default 2007 Tomberlin Intermittent Power

Recently put in 6 new batteries and replaced the motor. I have power and the golf cart moves but I believe power only gets to the motor intermittently. I say that because the cart does not move very fast and when it does it shakes and has a clicking sound and then acceleration stops. I looked at other threads and thought it may be the hall effect sensor, but not sure. Any thoughts?
