Default Rxv with kawasaki engine

Hi All
I am working on a ezgo rxv with the 13hp kawasaki engine. The engine has been running very rich. I managed to find the mixture screw and adjusted it to the manuals recommendations. It dose seem to run a lot better but I find when running it with the throttle open it surges on the governor.
I would like to set the low and high idle but need to have the engine running to do it. Would it be possible to close the micro switch at the peddle and start the engine with the ignition key. This should by pass the peddle and the engine should keep running or would I be likely to damage something.
Any advise would be good.
