Default 98 CC not getting full speed

OK I have a 98 CC with a lift and 22" tires. I was only getting 12 MPH out of it so I contacted a local cart guy and we started. We tested all batteries they looked good. He got me a motor that a company modified that he has done multiple motors with. The company said t should do about 20-23 mph. Tested the cart 15 mph so we upgraded the controller to a 400 amp still 15 mph. The only thig left I think is the Potentiometer. I tested it an get 5000 and get around 150 WOT. Could that be it?
Any suggestions would be appreciated, I know there is a ton of knowledge on here.

Did you upgrade your solenoid and your cables?

Battery cables upgraded to 4 gauge. I didnt touch the solenoid.

I dont think it is the speed switch unless it does not go all the way up.Is the controller compatable with the motor? Are you sure the motor is not a high torque motor.

When I measured it with the meter it would not get to 0 it only went down to about 150 ohms. You mentioned the Solenoid. I thought they either worked or they didnt. Maybe I was wrong.

OK. Just swapped the potentiometer out. Still 15mph!! Please help. Any ideas?

a couple of simple things .
1. did you upgrade all #6's to #4's or just batteries ?
2. with the cart on stands in neutral switch off , is there any brake drag ?
3. What is the voltage reading of the entire pack , 1 hour after charge has completed ?
4. Is this a 1 solenoid cart or 2 ?

Your total pack voltage should be around 50.96v if this is a 48v cart(around 50 is only 80% charged), 38.2v if this is a 36v cart.
Not much more but check your tire pressures for at least 20psi.

Its a 48 v cart I will check tonight. 20 psi? I know i dont have that much in the tires. Does everyone run that much air? Wouldnt it ride like a ton of bricks.
