Default Brand new batteries, no charge 48v

So my charger wasn’t charging my batteries. I replaced all the batteries today with brand new ones and it still won’t charge.
The charger clicks when it’s plugged in which makes me think the relay is working. Also, I took the charger to someone else’s house and the charger works on their cart.

The battery packs show 50.1 volts. The receptacle shows 36.7 volts
Both fuses are good

2004 Club Car DS 48v
Serial number AQ04

Sounds like the Red wire from the back of the receptacle is on the wrong battery post - you've left (at least) one battery out of circuit. Possibly two have been left-out.

The relay clicking and the ammeter going negative is a sign that there is not a negative path from the receptacle to the batteries.

Hopefully is just the fuse on the back of the charger (#6 below):

I have it on the same port as the battery going to the motor and where I measure the 50 volts at

I show continuity on that fuse, should I try jumping it? I get voltage using both sides of the fuse
