My cart slows down considerably when going up hill. I was told that my mcore needed to be replaced. What is that mcore what dose it do?

If it is running fine on flat ground and only does it going up hill, then that it is probably not the Motor Controller Output Regulator or MCOR.

Which cart is it?
How old are the batteries?
Whats the pack voltage when you get to the hill?
Whats the pack voltage when you feel it slow down going up the hill?

a hill is defined by where you live ... for me a 10 ft hill is a mountain

For me, a hill is a 30% grade!

Assuming you are getting full throttle, the MCOR is not the reason why you lose speed on the hills. All stock carts will slow down somewhat on inclines. My stock 2010 Precedent would drop from 14MPH to 8 on the hills. Pack voltage and age is important consideration as well.

My cart is an 04 48v ds. The batteries are brand new. The guy who told me it was the mcore said the I was only getting about 70% power when the pedal was fully pressed.

Put an ohm meter on it. Should be close to 0-5000 over the entire range. If it is way out of this range, you can attempt a cleaning by turning off the cart and depressing the pedal fully 25-30 times. Retest with ohm meter to see if you have improvement.

What Gregorio said, but also get under the cart first and verify the linkage connection and accuracy. It must be properly aligned and adjusted or when your pedal is depressed it will not travel the MCOR to 100%.
