Default starting in Neutral

My 1997 DS gas cart does not start in neutral is it supposed to? When I try to start it nothing unless I put it in either forward or reverse. After it starts in gear if I put it in neutral it stops. If this is the case how is someone supposed to set the idle and make any running adjustments if there are any?

On the back of the shifter under the seat, there is a yellowish spring loaded cam that must be (can't remember, pulled out or pushed in) and turmed 180 degrees to reingage the micro switch to start in neutral.
This is a safety feature to kill the motor in case you are running it in neutral (tune ups or ?) and you bump it into gear, it won't take off across the yard, shop floor or worse.

Also a cheap anti-theft device for someone that might want to just jump on it and go during the night.

You pull it out and rotate 180 degrees to engage maintenance mode. The engine will not normally start in neutral in the regular driving position.

I'm actually having the opposite problem, but I think it might be applicable to this post. I just aquired a early 2000's Pioneer 1200. It starts fine in neutral, but is then very difficult or impossible to shift into forward or reverse. When off, it shifts fine with little effort, but will not even try to start in forward or reverse.

Could it be that mine is in this maintenance mode? Is that how it acts when it is in maintenance mode?
If it is, how do I get it out of that mode? I don't see a yellow spring loaded cam. Can anyone post a picture or give a detailed description of exactly where it is and how I switch it?

This is also because on a golf course, you do not want the engine sitting there idling while you're trying to take a swing. It should also shut off when you disengage the accelerator.
