Default ParCar Primary drive clutch

How does one remove the primary clutch? Can it be removed like what we do with an EZGO?

A bolt and a pin will do the trick. I believe I used a 9/16" fine thread bolt. Not too common of a size.

You make a pin the correct length by cutting the head off of a grade 8 bolt. Take out the clutch bolt and insert the pin, followed by the 9/16" fine bolt and tighten the bolt. You want the pin to be the right length to give the bolt 5/8" or so of thread engagement before it starts to tighten up. Tighten the bolt and it will pop the clutch off. If it's stubborn, use an end wrench to tighten the bolt while you hit the head of the bolt with an air-chisel with a flat faced insert. A 3/8" bolt about 1.5" long turned backwards and inserted into the chisel will work in a pinch. Buzz the bolt with the air chisel while tightening with the wrench and even the most stubborn clutch will fall right off.

Alternatively if you have the motor out, you can fill the crank hole with water and then seal the hole with a 9/16NF bolt wrapped in teflon tape and let it freeze. It will pop off once the water freezes if it doesn't go when you tighten the bolt against the water.

I have no treads on the inside of the clutch shaft. How to you do it without the clutch shaft internal threads?

If that's the case then your clutch isn't OEM? If that's the case then you'll have to use a heavy duty wheel puller.
